Powers 

1. Cooperation of state authorities of the Russian Federation, state authorities of St. Petersburg, local authorities in St. Petersburg, Russian and foreign organizations in functioning and development of transport complex in St. Petersburg.

2. Request and receive from state authorities, local authorities in St. Petersburg, organizations, information, documents and materials necessary for its powers, and provide information to these bodies and organizations according the procedure.

3. Negotiate, prepare and submit draft legal acts within the competence of the Committee.

4. Submit to the Vice-governor of St. Petersburg, coordinating and supervising activities of the Committee, proposals within the competence of the Committee.

5. Participate in development of agreement of St.Petersburg with public authorities of foreign states, the federal executive bodies, executive authorities of the other subjects of the Russian Federation on issues within the competence of the Committee, coordination of these agreements.

6. Participate in draft budget of St.Petersburg.

7. Allocate budget funds of St.Petersburg and the state customer of St. Petersburg within the competence of the Committee.

8. Provide implementation of federal target programs, which involves St. Petersburg, as well as to develop target programs of St. Petersburg and to implement them within the competence of the Committee.

9. Submit to the Government of St. Petersburg's proposals for establishment, reorganization and liquidation of state unitary enterprises and government agencies subordinated to the Committee.

10. Develop and negotiate draft charters and amendments of state unitary enterprises and public institutions subordinate to the Committee, as well as manage their property within the competence of the Committee.

10-1. Rights and obligations of the founder for agencies within the jurisdiction of the Committee on behalf of St. Petersburg:

  • review and approve proposals on establishment and liquidation of branches of enterprises, opening and closing of their offices;
  • approve acts and balances of enterprises;
  • appoint liquidation commissions and approve liquidation balances of enterprises;
  • appoint the heads and terminate their authority, as well as manage employment with them, if there is no special regulations of their employment;
  • make decisions concerning the assignment of property to the category of especially valuable movable property in the prescribed manner and allocation of funds for acquisition of immovable and movable property;
  • approve the statutes and change them;
  • appoint the members of the supervisory board and terminate their powers;
  • make proposals on establishment of agency or institution including changing type of the existing budgetary institution;
  • make proposals for reorganization or its liquidation;
  • require the Supervisory Board;
  • define objectives for agency according its charters under the main activity and in the manner prescribed by the Government of St. Petersburg;
  • perform in the manner prescribed by the Government of St. Petersburg, financial support taking into account the cost of real estate and high-value personal property assigned to the autonomous bodies owned or acquired by autonomous agencies for the funds allocated for the purchase of the founder of such property, the cost of paying taxes, as the object of taxation which recognizes the property, including land, as well as financial support for development of autonomous institutions within approved programs; 
  • determine media for publishing reports on the activities of autonomous institutions and its property usage;

11. Participate in implementation of the investment policy of St. Petersburg and the implementation of investment projects with participation of Russian and foreign organizations in the development of transport complex of St. Petersburg within the limits of its competence.

11-1. Prepare documents for tender for implementation activities on the basis of public-private partnership.

12. Act on behalf of the Government of St. Petersburg, St. Petersburg Governor on matters within the competence of the Committee in the judiciary, other state bodies, and bodies of local self-government in St. Petersburg.

13. Implemented within the competence of the Committee, international cooperation, in accordance with Russian law, submit on behalf of the Government of St. Petersburg, St. Petersburg Governor their interests in government and non-governmental organizations, foreign governments, international organizations on matters within the Committee.

14. Evaluate the possibility of agreement with the Government of St. Petersburg of applications for real estate construction and reconstruction in the transport industry in St. Petersburg.

14-1. In accordance with established procedure issue permission to use the airspace over St. Petersburg for aviation operations, flight demonstrations of aircraft, parachute jumps, climbs balloons, airships.

15. Participate in implementation of measures for reducing negative environmental impacts.

16. Initiate research on development of transport complex of St. Petersburg and participate in their implementation.

17. Develop training materials and recommendations on matters within the competence of the Committee.

18. Develop and implement activities aimed at creation of information databases of companies of the transport complex in St. Petersburg.

19. Participate in monitoring of compliance with established federal law rules of crossing the state border of the Russian Federation, moving vehicles, cargoes and goods.

20. Establish working groups and commissions, research and consultancy and advisory councils involving public authorities of St. Petersburg, Russian and foreign organizations on the functioning and development of transport complex of St. Petersburg and participate in interagency working groups, commissions, councils (including the Marine Board of the Government of St. Petersburg and the Transport Council of the Government of St. Petersburg) in this area.

21. Hold conferences, meetings and seminars with participation of Russian and foreign organizations, to organize exhibitions and take part in such activities to implement the functions of to the Committee.

22. Consider applications of citizens in accordance with law, as well as receive visitors and representatives of organizations on matters within the competence of the Committee.

23. Organize and conduct activities for mobilization preparation of the Committee, develop and approve a plan of mobilization of the Committee and mobilization tasks for subordinate organizations.

23-1. Sets the minimum of necessary works (services) to organizations (branches and other separate structural units), individual entrepreneurs, civil aviation, maritime, inland waterway transport, freight road transport, international road passenger transport performed by their workers during the strikes in case of failure of parties in the relevant agreement.

23-2. Participate in actions on the establishment and functioning on the territory of St. Petersburg port of special economic zones, in the prescribed manner to represent St. Petersburg in the work of the supervisory board of port special economic zone.

23-3. Implement within the competence of the Committee's activities to prevent crime in St. Petersburg.

23-Assist the federal bodies of executive power in equipment vehicles used for transportation of passengers, special and dangerous cargo by GLONASS or GLONASS /GPS,.

23-5. Negotiate construction of new railways of special use in St.Petersburg

23-6. Coordinate the construction and reconstruction of airports, airport facilities of unified system of air traffic.

23-7. Prepare proposals of the Government of St. Petersburg to the competent authorities on the establishment on the territory of St Petersburg checkpoints across the state border, prepare proposals of the Government of St. Petersburg to the competent authorities to conduct the reconstruction points of the border crossing, located in St. Petersburg.

23-8. Carry out works on arrangement of parking areas and points of settling of foreign recreational and sports vessels and ensure their services on the territory of St Petersburg.

23-9. Apply to the competent authorities and officials with establishing in the airspace of St. Petersburg exclusion zones and restrictions.

23-10. Agree the issuance of permits for work on the laying of submarine cables and pipelines, construction, operation and use of artificial islands, installations and facilities.

23-11. Implement within the competence of the Committee anti-corruption policies in St. Petersburg.

23-12. Ensure the implementation of measures to combat corruption in the Committee and in the subordinate state unitary enterprises and public institutions.

23-13. Organizes water transport services for public in St. Petersburg.

23-14. Approve timetable for self-propelled cargo vessels on urban routes of water transport of St. Petersburg, established by the Government of St. Petersburg.

23-15. Organizes work of water transport of St. Petersburg, including the waterways of St. Petersburg.

23-16. Organize management of self-propelled vessels.

23-17. Identify guaranteed dimensions of ships.

23-18. Provide navigational and hydrographic support of the navigation for self-propelled transport vessels.

23-19. Implement organization of work, ensuring safety of navigation, as well as implementing other measures aimed at ensuring the functioning of water transport in St. Petersburg.

23-20. Implement the opening (closing) of waterways of St. Petersburg for the movement of self-propelled cargo vessels in the manner prescribed by the Government of St. Petersburg.

23-21. Implement creation, placement and arrangement of objects in water transportation infrastructure of St. Petersburg.

23-22. Provide care and maintenance of moorings, owned by St. Petersburg, and other infrastructure facilities of water transport in Saint Petersburg owned by St. Petersburg, in the manner prescribed by the Government of St. Petersburg.

23-23. Control of water transport in St. Petersburg.

23-24. Approve the list of officers of the Committee for control in the field of water transport in St. Petersburg.

23-25. In cases envisaged by legislation of St. Petersburg, consider cases of administrative violations, refer cases of administrative offenses to justice of the peace, to establish a list of officers eligible to draw up reports on administrative violations.

23-26. Provide, within its competence, development and operation of the state information system of St. Petersburg "List of routes of water transport in Saint Petersburg", as well as provide and distribute information.
