Nicholay Anatolievich was born on April, 21, 1977 in Leningrad. In 1994 he entered St. Petersburg State Engineering and Economics Academy, Department of Production Management. He started his carrier in 1992. In 1998 he graduated the Academy with qualification «Manager-economist». He entered the magistracy and graduated in 2000. In 2001, he entered postgraduate studies at Saint-Petersburg State University of Architecture and Civil Engineering and in 2002 he was awarded the scientific degree of candidate of economic sciences. In 2001, he was promoted to deputy director of SPb «Center for Work with bank credits». In 2003 he has got the post of Director of major foreign investors. In 2002 he was appointed executive director of the Union of building associations and organizations.

In January, 2001, he was elected as a member of the International Academy of Investment and Economic Development. In October 2002 he was elected a corresponding member of Academy of security problems, defense and law. In June 2003, the International Academy of Management awarded him the title of Corresponding Member of the International Academy of Management.

In 2004 he started working as a public official of St.Petersburg. Since July 2007 he is the Chairman of the Committee on Transport and Transit policy.


In October 2007, he was awarded the academic degree of doctor of economic sciences. He was awarded a medal «In memory of the 300th Anniversary of St. Petersburg» and «Honorary builder of Russia» (2003). He has letters of thanks and diplomas from the Governor of St. Petersburg. In 2008 he won as a «Manager of the Year in the state and municipal management - 2008» in Russian competition.

In March 2009, he was elected President of St.Petersburg Sailing Union.
Married with 5 children.
