Transport-logistics complex of St. Petersburg loaded on full


Trucks movement was closed at the daytime and limited during the night.

This measure will be one of the elements of the new city strategy for transport-logistics complex of the Northern capital.

It was considered that new system GLONASS would be very helpful for transport movement optimization. The Chairman of the Committee on transport-transit policy, N.Asaul, reported at the meeting of the Government, that this satellite tracking system would include all public transport - police cars, ambulances, cleaning equipment, as well as public transport.

The first step in this direction has already been made. In early May, there were summed up the results of tender for the right to equip city busses, trams and trolley-cars with GLONASS system. By the end of the year the company-winner should deliver 1,535 systems for 78 million rubles. Monitoring using GLONASS will improve traffic safety, help to optimize transport network of the city.

It is expected that by 2015 foreign trade transportation through St. Petersburg will increase to 81 million tons; and by 2030 - up to 115 million. Meanwhile, the capacity of city road network is poor. That is why trucks will move this summer only during the nighttime and only on the streets permitted.

Meanwhile, St. Petersburg has a lot of railways within the city – all passenger stations are situated in the center. Trains move and it make additional traffic jams at the crossings.

According to Nikolai Asaul, the new strategy provides dismantling of 31 crossings. 19 crossings will be reconstructed as two-level interchanges. Federal finance and city budget funds will go for this project. 

There ware some problems in water transport as well. There is not enough parking places for yachts coming to the city. The strategy provides reconstruction of the Central Yacht Club on Petrovskaya Kosa; another checkpoint will be located on Fort Constantine in Kronstadt.

Passenger ships will be moved from the Big Port to the Marine Façade. The second stage of works will be completed in October this year.

Reconstruction of the Big Port is planned as well. But federal financing was stopped and city budget funds don’t satisfy the investor. The Governor Valentina Matvienko promised to intensify efforts in this direction.

- This is a "window to Europe" for the entire country, and the Russian Federation should take care of it - she said. - If the problem does not find its reflection in the financing of federal program, we will take appropriate actions.

Increasing passenger traffic in Pulkovo shows that the crisis has gone. In the pre-crisis 2008 7.5 million people went through the air gates of the Northern capital, and it is almost the limit of airport capacity. Pulkovo will face a problem especially in June, when St.Petersburg Economic Forum will arrive.

In late April, the airport came under the management of an international consortium; Valentina Matvienko has ordered to develop a specific work plan for the passengers in the summer. There will be paid special attention to customs control of the passengers.

New terminal Pulkovo-3 will start its work in 2013. It is planned to start its construction during the Forum. There will be built new access roads, business-center, and hotel. New line of ground express will connect the air gates and the city center.

In fact, economic failure of the 1990's led to a backlog of transportation infrastructure of the city for 10 years. The Governor Valentina Matvienko notes that federal financing I necessary – these problems could not be solved from city budget.

In the meantime, this summer the city authorities ask the citizens to limit car usage in city center – after this winter the city needs to repair about 5 million meters of city streets – mostly the streets with heavy traffic. 8 million rubles have been already allocated for these works.
