The Transport strategy of St. Petersburg until 2025

The strategy of development of transport-logistics complex of Saint-Petersburg (hereinafter – the Strategy) has been elaborated with a view to form a scientifically-reasoned policy of the Government of Saint-Petersburg in modernization, development, enhancement of competitiveness and efficiency of functioning of the transport-logistics complex (hereinafter - TLC) of Saint-Petersburg.
Principal provisions of the Strategy define the purposes, tasks and mechanisms for realisation of the governmental policy in the sphere of development of the TLC of Saint-Petersburg. The Strategy contains priority directions and particular measures which provide for coordinated development of all general purpose types of transport and accompanying services, as the components of a unified TLC of Saint-Petersburg.
The Strategy suggests:
a unified system of priorities of development of the TLC of Saint-Petersburg and direction of their realisation in individual types of transport, in the sphere of transport, logistics, terminal-warehouse and distribution services with the account of their specificities;
the plan of measures for realisation of the Strategy of development of transport-logistics complex of Saint-Petersburg (hereinafter - the Plan of Measures).
Realisation of the Strategy would be a priority direction of activity for the Committee for transport-transit policy of the Government of Saint-Petersburg.
When developing the Strategy, the following tasks were formulated:
estimation of the existing level of development of the TLC of Saint-Petersburg, the main problems of its functioning, especially at the joints of operation of the various types of transport and in the sphere of accompanying logistics and terminal-warehouse services;
forecast of the various variants of development of the TLC of Saint-Petersburg and definition of influence of the results of their realisation on social-and-economical development of Saint-Petersburg;
development of a system of long-term strategic priorities of development of the TLC of Saint-Petersburg;
revealing of problems in the sphere of the logistics, warehouse and distribution services arising before the various types of transport;
development of the mechanisms of realisation of the Strategy;
definition of stages and expected results of realisation of the Strategy.
The following principles have been laid as a basis for development of the Strategy:
development of purposes of the Strategy, based on the priorities of social-and-economic and town-planning development of Saint-Petersburg;
aiming of the Strategy at the solution of the tasks of acceleration of merchandise distribution, reduction in the cost of transport in economy, improvements of transportation availability, creation of added value, increase of reliability and efficiency of operation of the TLC of Saint-Petersburg;
maximum realisation of the advantages of geographical position of Saint-Petersburg for formation of a competitive transport-logistics and distribution centre in the North-west of the Russian Federation;
provision of efficient interaction of the various types of transport, transport and terminal-logistics infrastructure while realisation of multimodal conveyance;
stimulation of introduction of new technologies for the enhancement of productivity of the TLC of Saint-Petersburg, growth of the efficiency of resource exploitation and reduction in the load on the environment;
realisation of the measures of the Strategy at the expense of coordination of interests, coordination of actions and integration of efforts and resources of the population, the state and the business, their concentration on priority investment projects of Saint-Petersburg;
orientation towards the cumulative effect from realisation of measures of the Strategy for both consumers of services of the TLC of Saint-Petersburg, and as a whole for social-and-economic development of Saint-Petersburg;
continuous monitoring of realisation of the Strategy, if necessary, amendments to the Plan of measures, including changes of dates of their fulfilment, sources and volumes of financing.
Realisation of the specified principles of formation of the Strategy is directed towards coordinated development of the TLC of Saint-Petersburg, enhancement of the efficiency of use of city territories, stimulation of investment activity, increase of payout of investment projects and decrease of risks, maximisation of social-and-economic and ecological effects due to creation of added value and getting a synergetic effect.
