The Transport strategy of St. Petersburg until 2025

1. General Provisions

The Development Strategy of Saint Petersburg Transport and Logistics Complex (hereinafter referred to as the Strategy) is designed with the purpose of forming the long-term state policy of Saint Petersburg in modernization, development, raising competitiveness and operating efficiency of transportation/logistics complex of Saint Petersburg (hereinafter referred to as TLC).

TLC unites external and city transport, transportation and terminal and warehouse infrastructure, participants of transportation/logistics activity that interrelate and interact with each other in providing transportation/logistics services for the benefit of Saint Petersburg, as well as while providing these services on the territory of Saint Petersburg for the benefit of other subjects of the Russian Federation, the Russian Federation in general and foreign countries.

TLC performs the following basic functions:

  • it is one of the most important life-supporting economy branches of Saint Petersburg, the functioning of which determines life quality of the population, operating efficiency of other economy branches of Saint Petersburg and opportunities for using urban, social and economic potential of the city;
  • it supports foreign trade relations of the Russian Federation with Europe and Asia, being a part of transit transportation in Europe-Asia communication. Euro-Asian transportation corridors "North-South" and "Transsib", along with the pan-European Transportation Corridor No. 9, run over the territory of Saint Petersburg.
This Strategy defines goals and objectives of TLC development for the period until 2030 and provides target indications of TLC development.
In order to ensure compliance of TLC development with the  development of the Russian Federation transportation system, the estimated duration of the Strategy is set forth with regard to duration of the strategic long-term transportation documentation accepted at the federal level – the Transportation Strategy of the Russian Federation for the period until 2030 approved by Executive Order of the Government of the Russian Federation as of November 22, 2008, No.1734-r (hereinafter referred to as the Transportation Strategy), and the Strategy of Development of Railway Transportation in the Russian Federation for the period until 2030 approved by Executive Order of the Government of the Russian Federation as of  June 17, 2008, No.877-r (hereinafter referred to as the Strategy of Development of Railway Transportation).

The practical implementation of the Strategy is performed through accomplishment of the Schedule of Measures aimed at its implementation, the duration of which is in compliance with duration of federal target transportation programs. Duration of the Schedule of Measures on implementation of the Strategy for 2010-2015 corresponds with duration of federal target program "Development of Transportation System of Russia (2010-2015)" approved by the Resolution of the Government of the Russian Federation as of December 05, 2001, No. 848.

The Strategy is aimed at performing the tasks set by the long-term and medium-term documents on state planning of social and economic development of Saint Petersburg and territorial planning of Saint Petersburg, including the Concept of Social and Economic Development of Saint Petersburg  until 2025, approved by the Resolution of the Government of Saint Petersburg as of July 20, 2007, No. 884 (hereinafter referred to as the Concept), the General Urban Plan of Saint Petersburg, approved by the Law of Saint Petersburg as of December 21, 2005, No. 728-99.
