4. Goals and Objectives of TLC Development
 

Goals of TLC development are determined basing on its functions in the international, Russian and city systems of economic relations.  

Principal goals of TLC development are:

  • satisfying the demand of economy branches of Saint Petersburg for transportation and logistics services;
  • raising mobility of the population of Saint Petersburg, improving transportation accessibility of Saint Petersburg for other regions of the Russian Federation and foreign countries;
  • ensuring TLC competitiveness in the international and Russian market of transportation/logistics services;
  • reducing adverse effects for urban environment caused by transportation/logistics operations in the territory of Saint Petersburg.

Achieving goals of TLC development is aimed at improving life quality of the population of Saint Petersburg that shall be the main goal of the development of Saint Petersburg, as stated by the Concept.

The principal objectives of TLC development to reach in order to ensure achieving the goals mentioned are as follows:

  • elimination of transportation infrastructure constraints for development of industry, trade, construction, tourism, other economy branches of the city, foreign trade and transit transportation, owing to construction in accordance with the established procedure of new transportation infrastructure objects in Saint Petersburg and raising the carrying capacity and speed parameters of the existing objects;
  • development of terminal and warehouse infrastructure to comply with the needs of the economies of Saint Petersburg and the Russian Federation;
  • raising transportation accessibility of the external passenger transportation objects (aeroport, sea passenger terminal, bus stations) for citizens and visitors to Saint Petersburg ;
  • using innovative technologies and products in construction, reconstruction and operation of transportation and terminal and warehouse infrastructure, using innovative information technologies and transportation control systems, implementing energy efficiency and power saving principles for TLC;
  • guiding TLC to work with high-technology, most economically profitable and ecologically pure cargoes;
  • using vehicles and technologies that improve ecological safety of transportation/logistics operations;
  • enlarging area of application of new financing mechanisms for developing transportation infrastructure of Saint Petersburg, including  the mechanism of state/private partnership;
  • using the mechanism of providing land plots in compliance with the established bidding procedure for design and construction of terminal and warehouse objects.
