Main activities for implementation the strategy of development of transport-logistic complex of St.Petersburg
(hereinafter – Strategy)
|
|
1.1. Development and implementation of Program of transport-logistic development in St.Petersburg till 2015 (hereinafter – Program)
|
The Committee on Transport and Transit Policy has developed a Program, in the framework of this Program there were prepared proposals of St.Petersburg on inclusion into the federal target program activities on construction of facilities of maritime transport, inland water transport, railway transport, roads (hereinafter – Proposals)
These Proposals were sent to the Minister of Transport Igor Levitin by the Governor Valentina Matvienko Letter ¹ 07-139/3405 27.03.2008.
5 projects of 15 suggested by St.Petersburg were included into the federal target program with total financing of 38,3 billion rubles from the federal budget.
The Ministry of Transport of Russian Federation considers other 10 projects, which were not included, in connection with development of transport infrastructure of Leningrad Region in the framework of Working Group on development of St.Petersburg transport hub, created by the order of the Ministry of Transport ¹ÈË-45 03.05.2008.
In accordance with the decision of Working Group ¹1 05.07.2008, there were prepared technical requirements to prepare Complex program of development of Saint Petersburg transport hub for the period 2010-2025 (hereinafter - the Program).
In accordance with state contract ¹ 107-02.02-5 of 03.12.2008 JSC «Scientific Research and Design Institute of Territorial Development and Transport Infrastructure» prepares a program. The Ministry of Transport of Russia is a Customer. Proposals of the Government of St. Petersburg have also been included in the transport strategy of the Russian Federation until 2030, approved by the Government of the Russian Federation dated 22.11.2008 ¹ 1734-p. The Committee on Investments and Strategic Projects supports strategic investment projects with involving the federal budget (construction of WHSD).
The Program of Metro development and other modes of high-speed non-street transport of St. Petersburg until 2015 provides construction of a new line of passenger transport «Overground Express»

|
1.2. Formation of a priority list of investment projects, providing design, construction and reconstruction of transportation and logistics industry facilities (hereinafter TLC) of St. Petersburg for the period up to 2015
|
The Committee on Transport and Transit Policy developed list of priority investment projects for design, construction and reconstruction of TLC facilities of St. Petersburg. In accordance with paragraph 2.4 of meeting protocol with the Governor of Saint Petersburg of 28.08.2007 ¹ 100-â, in The Committee on Transport and Transit Policy there was established a department for conduction a project.
The Committee on Energy and Engineering has considered and agreed engineering schemes of industrial zones of «Beloostrov», «Kolomyagy», «South-West», «Rybatskoe», «Ruchei», «Shushary-2», «Rzhevka», which were made in the framework of relevant planning projects, for the purposes of development of transport-logistics infrastructure of St.Petersburg with location at the industrial zones.
List of activities on engineering of perspective industrial zones was considered and included into Address investment program (hereinafter - AIP) in 2009 and in the planning period 2010-2011.

|
1.3. Development of program for minimization of negative impact of TLC of St.Petersburg on city environment
|
In 2008 the Committee on Environment, Environmental Protection and Environmental Safety started Program of activities on reduction of negative impact of TLC of St.Petersburg on city environment.
There was also started a Concept of Air Protection in St.Petersburg. The executor is federal state enterprise “Science and Research Institute “Atmosphere” of the Ministry of Natural Resources of the Russian Federation. In 2009 it is planned to order a Program of Air Protection in St.Petersburg on the basis of the Concept.

2. Activities for development of Big Port of St.Petersburg (hereinafter – BP)
|
|
2.1. Planning Main directions of development of BP
|
In accordance with state contracts between the Committee on Transport and Transit Policy and «Marine Construction and Technology», there was carried out preparation and justification of target directions for development of BP, which provides effective growth of the economy of St. Petersburg.
In accordance with the decision of the Maritime Board under the Government of St. Petersburg (protocol of the Marine Board of 27.02.2008 ¹ 01 (7) the results of work were sent to the Ministry of Transport of Russia as input in the development of schemes of territorial planning of the Russian Federation in the field of federal transport development in St. Petersburg.

2.2. Update the General Plan of Development of St.Petersburg Port Transport junction (BP), approved by the statement of city government #1 from January, 8, 2002
|
In connection with the Federal Law «On the sea ports in the Russian Federation and the changes in some legislative acts of the Russian Federation» the issue of General scheme of development is in the competence of federal authorities.

|
2.3. Action plan design and development for creation and development of the new part of BP in St.Petersburg in Bronka-Lomonosov region (Petrodvoretz district of St.Petersburg)
|
The Ministry of Transport of Russia considers the project of new district of BP at Bronka-Lomonosov as a priority for transport system of Russia.
On the basis of technical requirements approved by the Governor of St.Petersburg and the Ministry of Transport of the Russian Federation 20.06.2008, The Committee on Transport and Transit Policy prepared a Concept of development of perspective districts (out-ports) of BP of St.Petersburg (hereinafter – Concept). There was issued a Governmental statement ¹8 20.01.2009 “On a Concept of development of perspective districts (out-ports) of BP of St.Petersburg”.
In the framework of this Concept the Committee on Transport and Transit Policy prepares city planning documentation for the territories of out-ports. The Committee developed planning project and territory survey project of port complex zone at Bronka with administrative border of St. Petersburg, the Gulf of Finland, the border zone «P2», Krasnoflotsk highway in the town of Lomonosov, in Petrodvoretz district. These projects were approved by the Governmental decision of 16.12.2008 ¹ 1605.
In accordance with order of the Committee on Urban planning and Architecture ¹609 of 15.02.2008 St. Petersburg state institution «City Agency for Industrial Investments» develops planning project and territory survey project of port complex zone in the town of Lomonosov («Military Harbor» and «Yantar»). According to «City Agency for Industrial Investments», approval of documentation is planned for the II quarter of 2009.

2.4. Development and implementation of activities on rear terminals and arrangements of their transport-logistics connection with port terminals
|
The Committee on Urban planning and Architecture suggests to major stevedoring companies the areas in “Predportovaya-3”, “Beloostrov”, “South-West” as territories perspective for location of port terminals.
Dry ports have been building in the areas with resources for terminal-storage infrastructure, for example, Shushary, Bronka, Pulkovo Airport zone, for effective management of cargo traffic in the city and for efficiency of port territories with support of private investments.

2.5. Development and implementation of Action plan on
involvement facilities and plots, administrated by the Ministry of Defense of Russian Federation and its subordinate organizations into commercial navigation and trade
|
In January 2007, under the Marine Board of the Government of St. Petersbur there was established a Working group of representatives of Leningrad naval base, St. Petersburg branch of «Rosmorport», the Committee on City Property Management, the Committee on Transport and Transit Policy, whose primary purpose was to prepare proposals for objects in the conduct of the Ministry of Defense of Russia for commercial navigation.
The Governor’s Letter of 11.09.2007 ¹ 07-116/5887 was sent to the Minister of Defense of the Russian Federation on issue of coordination of transfer East and West canals of Litke Base to Rosmorport, which were in the operation of 2001 and 1999 departments of Marine Engineering Services of Leningrad Naval Base, respectively.
According to the reply of the Ministry of Defense of Russia, in conjunction with the comprehensive reform of Army of the Russian Federation, this transfer is currently impossible.

2.6. Development and implementation of Action Plan on stimulating development of regular ro-ro and ferry between BP and European ports
|
Governor of St. Petersburg has sent a letter to the State Duma of the Russian Federation with request for adoption of the new edition of the Federal Law «On procedure of exit from the Russian Federation and entering the Russian Federation», which provides visa-free stay for passengers on ferries for tourist visits of one or several ports within 72 hours of parking.
Federal Law «On changes to Article 25.11, the Federal Law «On procedure of exit from the Russian Federation and entering the Russian Federation» adopted 03.12.2008.
Russian Government signed the order ¹ 397 dated 07 May, 2009, "On
the order of residence on the territory of the Russian Federation for foreign citizens and stateless persons came to the Russian Federation as tourists by ferries certified for carriage of passengers".
Governor of St. Petersburg has sent a letter to the Chairman of the Russian Government to reduce the rates of port dues for regular Ro-Ro and ferry service of BP. The relevant letters were sent to leading domestic and foreign companies.

3. Activities for development of railway transport in St.Petersburg
|
|
3.1. Development of general scheme of railway junction of St.Petersburg
|
Decree of the Government of Saint Petersburg of 24.07.2008 ¹ 99-rp established a working group for General Plan of development of rail hub of St. Petersburg until 2030.
Currently, the scheme has been developing in accordance with technical requirements, approved by Vice-Governor of St. Petersburg A.I. Vahmistrov and vice-president of JSC «RZD» O.V. Tony on September, 3, 2008.

3.2. Arrangement of railway access to the new districts of BP at Bronka-Lomonosov (Petrodvoretz region of St.Petersburg)
|
Proposals for development of railway approaches to the new area of Big Port of St. Petersburg «Bronka» were sent by the Governor of Saint Petersburg in a letter from 08.10.2008 and were addressed to JSC «RZD». In a letter dated 17.11.2008 ¹ 19028 JSC «RZD» expressed its readiness to support the development of these rail approaches. JSC «RZD» has prepared technical conditions for connection railways of non-common use.
The requirements for development of approaches to the area Bronka-Lomonosov will be reflected in the general scheme of development of the rail hub of St Petersburg.

3.3. Withdrawal of export-import railway cargo flow, which follow to Finland and Russian ports of the northern part of the Gulf of Finland, from Vyborg to Priozersk railway direction
|
In accordance with Strategy of railway transport development in the Russian Federation until 2030, approved by the Government of the Russian Federation 17.06.2008 ¹ 877-r, the Strategy provides construction of connecting line Petyayarvi – Kamennogorsk to remove cargo traffic on parallel course because of high-speed passenger traffic on the existing line of Saint-Petersburg - Vyborg - Buslovskaya - Helsinki.

3.4. Assessment of technical-economical parameters of construction deep north-east railway bypass in St.Petersburg
|
In accordance with Strategy of railway transport development in the Russian Federation until 2030, bypass path of St. Petersburg is included in the list of new railway lines, and their construction is added to the Strategy.
The project of bypass of St. Petersburg was also included in the transport strategy of the Russian Federation until 2030.

3.5. Assessment of technical-economical parameters of withdrawal (in long-term perspective) Moscovskaya-Sortirovochnaya station out of KAD
|
This issue will be considered in the General Plan of development of the rail hub of St. Petersburg until 2030
|
|
3.6. Withdrawal out of the central part of St.Petersburg railways station: St.Petersburg-Tovarno-Moskovsky; St.Petersburg-Warsaw; St.Petersburg-Tovarno-Vitebsky; St.Petersburg-Finlandsky
|
In accordance with Agreement between St. Petersburg and the JSC «RZD» on interaction and partnership there were made withdrawal from the central part of St. Petersburg of the following freight rail yards:
- St. Petersburg – Tovarniy - Moskovsky;
- St. Petersburg - Warsaw;
- St. Petersburg - Baltiysky.
In the Committee on Investments and Strategic Projects there were working groups devoted to relocation of freight rail yards Tovarniy –Moscovsky, Warsaw, Vitebsky.

3.7. Development and implementation of dismantling program for out-of-use access railroads to industrial enterprises
|
A meeting with the Governor of St. Petersburg (Minutes of 06.02.2008 ¹ 11-in). Decree of the Government of Saint Petersburg of 26.03.2008 ¹ 21-rp creates a working group to develop a program of dismantling out-of-use access tracks. Inventory of railway accesses and crossings in St. Petersburg has been completed.
Based on the results of this work, there was prepared draft order of Saint-Petersburg «On measures to increase capacity of road network of St. Petersburg in the intersection of railways». The order was adopted by the Government of St. Petersburg on 14.04.2009.

3.8. Development and implementation of program of design, construction and reconstruction of two-level crossings of railways and highways in St.Petersburg
|
Reconstruction and construction of new two-level crossings of railway is provided by the Concept of improvement and development of roads of St. Petersburg in 2009-2015, approved by the City Administration on April 14, 2009.

|
4. Activities for development of river transport and navigation in St.Petersburg
|
|
4.1. Development of the general plan of river transport in St.Petersburg
|
On request of the Committee on Transport and Transit Policy
JSC «Saint-Petersburg Research and Design Institute of Urban design» has prepared a General scheme of development of river transport in St. Petersburg, which will be brought to the Government for consideration in the I half of 2009.

4.2. Implementation and updating of Complex Activity Plan for improvement of navigation safety for passages under the bridges of Neva river in St.Petersburg, which was adopted by the Ministry of Transport of Russian Federation and the Governor of St.Petersburg 31.05. 2006
|
New Commission on safety improvement of navigation on the River Neva was conformed by Vice-Governor of St. Petersburg Y.V. Molchanov. A draft of the Complex Plan of measures to improve safety of navigation under the bridges on the River Neva in the city of Saint Petersburg in 2008-2010 was prepared. At the meeting, the Commission considered:
1. Improving safety of navigation in the water area of the River Neva.
2. Navigation of small passenger vessels in the water area of the River Neva during bridges drawn.
3. Regulations for the Commission.

5. Activities for improvement of situation with cargo transport in St.Petersburg
|
|
5.1. Development and creation of city monitoring system for control of access by heavy vehicles to the territory of St.Petersburg within KAD
|
Control systems for access of heavy vehicles to the terminal were put into operation.
The draft statement of the Government of St.Petersburg developed by the Committee of Trade «On approval of the activities of integrated traffic management scheme in St Petersburg» is currently being considered by the executive bodies of state power of St.Petersburg. This draft provides development and implementation the schemes of location the parking areas for tracks for access cargo transport to the territory of St.Petersburg inside KAD. The first performer on this issue is the Committee on Transport and Transit Policy

5.2. Development and implementation of program of withdrawal of freight trucking companies to districts connected with KAD and to the city freight zones
|
Separate program of withdrawal of cargo enterprises is considered to be impractical. Selection of plots for these enterprises is carried out in cooperation with the Committee on Transport and Transit Policy, the Committee on Urban planning and Architecture, the Committee on Economic Development, Industrial Policy and Trade and transport companies of St.Petersburg.
In order to reduce road traffic of the city and to optimize the process of cargo delivery to and out if the port, there was put into operation the first part of WHSD on October, 30, 2008. This part has connected the 3rd and the 4th part of the port with KAD and federal roads.

5.3. Development and implementation of program for arrangement of weight control checkpoints at the entrances to St.Petersburg and at the exits from BP territory
|
The draft statement of the Government of St.Petersburg developed by the Committee of Trade «On approval of the activities of integrated traffic management scheme in St Petersburg» is currently being considered by the executive bodies of state power of St.Petersburg. This draft provides design and construction of 12 points of weight control at the entrances to St. Petersburg and at the exits from territory of the Big Port of St. Petersburg. Draft agreed by the Committee on Transport and Transit Policy. The Committee on the Improvement and Road Management empowered to determine the negative impact caused by vehicles carrying heavy loads, in the case of movement on the regional roads. The program of weight control points at the entrances of BP finds its development in an integrated traffic management scheme in St. Petersburg, in the construction of new points of weight control on the basis of proposals of the Committee on Urban planning and Architecture. This scheme has currently been agreeing in accordance with procedure.

5.4. Development of proposals for optimization of procedures of border crossing for freight tracks at the international border checkpoints of state border of the Russian Federation and increasing efficiency of international carriages by Russian carriers
|
Proposals were developed in cooperation with ASMAP and «Union of carriers and forwarders of Northwest» within the framework of the Transport Council of the Government of St. Petersburg. The order removed from the control on April, 1, 2008

5-1. Activities for development of passenger auto transport in St.Petersburg
|
|
5-1.1. Scheme of development of international, intercity and suburban automobile passenger transport of St.Petersburg for the period till 2015 with perspective till 2025
|
Sectoral scheme has been developed and has been considering by executive bodies.
Scheme will be brought to the Government of St.Petersburg in the II part of 2009

6. Activities for development of aviation transport and aviation hub in St.Petersburg
|
|
6.1. Development of the general plan of aviation hub in St.Petersburg
|
On request of the Committee on Transport and Transit Policy JSC «Research and Design Institute of Urban design» develops a General Plan of aviation hub of St Petersburg, in this scheme there was analyzed current state of the aviation hub of city and suggestions were given for further development of airports and helicopter traffic in the city. General scheme will be introduced to the Government of St. Petersburg in the II quarter of 2009.

6.2. Development and approval of the general plan of development of Pulkovo Airport
|
General Plan of Airport «Pulkovo» development till 2025 was created by Hochtief AirPort GmbH and approved by the Transport Council of the Government of St. Petersburg.

6.4. Development and implementation of reconstruction project
|
In accordance with the Law of St. Petersburg from 20.12.2006 ¹ 627-100 «On participation of St. Petersburg in the public-private partnerships», on April, 16, 2008 the Government of St. Petersburg adopted a Governmental Statement 16.04.2008 ¹ 393 «On conclusion of Agreement on the establishment, reconstruction and maintenance through public-private partnership of objects related to «Pulkovo» property.
This statement approved: tender documentation for open competition (further - competition) for the right to conclude an agreement on the establishment, reconstruction and maintenance through public-private partnership of objects related to «Pulkovo» property (hereinafter - Agreement), composition and description of the Agreement, basic terms and procedures of the Agreement. Summing up - June 2009.

6.5. Development and implementation of Action plan for expansion of flight geography from Pulkovo Airport including attracting of new air carriers and discount airlines
|
There were attracted new air carriers to operate on new directions, as well as maintenance of old routes with low flights intensity. As main priorities airlines were chosen: United States, Japan, Southeast Asia, the Middle East. There were received proposals from «RED WINGS» airlines and «Ural Airlines» for opening new domestic and international destinations.
In 2008, passenger traffic of the airport «Pulkovo» amounted to 7.071 million, 15,2% more than in 2007.

6.6. Development and implementation of Action plan for increasing freight turnover of Pulkovo Airport and providing conditions for major express-delivery operators
|
There was created a concept of development of air-logistics zone at the Airport «Pulkovo» (developer - company NACO, Netherlands Airport Consultant BV).
In a framework of Concept there was analyzed current state and made a forecast of transportation market, analyzed options for placement of cargo area, made the forecast for revenues and expenditures and financial model for the development of cargo area.
The Committee on Transport and Transit Policy has developed an Action plan for the period until 2011 to implement the project for the development of air-logistics zone Airport «Pulkovo» to increase cargo turnover of the airport «Pulkovo» and to create conditions for major operators of express delivery.

6.7. Establishment of business aviation airport at the base of airdrome in Levashovo
|
In accordance with the Governmental statement dated 10.08.2007 ¹ 1034-r airdrome at Levashovo refers to the airfields of co-location.
|

6.8. Creation of helicopter transport system in St.Petersburg
|
Proposals on development of the helicopter traffic were stated in the General Scheme of aviation hub of St Petersburg, which will be introduced to the Government of St. Petersburg in the II quarter of 2009.
|

7. Activities for development of terminals and storage infrastructure of St.Petersburg
|
|
7.1. Development of the Concept on terminal-storage infrastructure of St.Petersburg
|
The concept of development of terminal and storage infrastructure of St. Petersburg reviewed and approved at the meeting of the Government of Saint-Petersburg 29.04.2008 (Order of Saint-Petersburg from 29.04.2008 ¹ 478).

7.1. Development of the general scheme on terminal-storage infrastructure of St.Petersburg
|
In accordance with paragraph 2 of the Statement of the Government of St. Petersburg «On Concept of terminal and storage infrastructure of St. Petersburg» from 29.04.2008 ¹ 478, paragraph 7.2 of the Action Plan of realization of Strategy of development of TLC St. Petersburg was deleted.
|
|
7.3. Identification of areas for location of freight producing objects in St.Petersburg
|
In accordance with state contracts between the Committee on Transport and Transit Policy and JSC «NIPI TRTI», there was made the analysis of auto transport and cargo flows generated by industrial, warehouse and trade-related infrastructure enterprises in St. Petersburg, by construction industry and external transport facilities, which have been designated areas of localization of cargo-generated objects in St. Petersburg.
The results of the work were approved at the meeting of the Transport Council of the Government of St. Petersburg 29.11.2007 (article 1.4 of the protocol of the meeting).

7.4. Development and implementation of program for withdrawal of freight producing objects into the areas of localization at the territory of St.Petersburg which were situated out of these zones
|
By letter dated 25.11.2008 ¹ 08/19802 the Committee on Economic Development, Industrial Policy and Trade informed that new major facilities of consumer market (the organization of wholesale trade with developed terminal and storage facilities) were located in non-central city areas and areas located near the ring road around St. Petersburg. Implementation Plan for development of the consumer market, 2008-2011, approved by Decree of the Government of Saint Petersburg of 11.12.2007 ¹ 1586 «On Action Plan for the development of the consumer market of St. Petersburg, 2008-2011» provides activities for establishment of fish wholesalers, and retail markets, including the Primorsky and Puchkinsky districts of St. Petersburg, as well as the establishment of logistics centers to service markets, including the territories of Pushkin, Krasnogvardeisky, Moskovsky districts of St. Petersburg.
For optimization of cargo producing facilities:
1. On the basis of transport model there was identified highways and streets, which from the network of cargo transport (cargo frame of traffic). These routes must be brought into conformity with the specifications and safety requirements for tracks movement.
2. Areas for terminal-storage infrastructure were identified.
3. Location plan for these territories was approved by the decision of the Government of Saint Petersburg of 29.04.2008 ¹ 478 «On the Concept of development of terminal and storage infrastructure of St. Petersburg». Separate program of withdrawal cargo-generating facilities is considered to be impractical.

7.5. Forming the framework of freight traffic network (system of specialized highways), for heavy vehicles between zones of localization of freight producing objects and KAD
|
In accordance with state contracts between the Committee on Transport and Transit Policy and JSC «Scientific Research and Design Institute of Territorial Development and Transport Infrastructure», there was carried out research on topic: «The analysis of motor and cargo flows generated in St. Petersburg in the industrial, warehousing and trade-related infrastructure, facilities of construction industry and external transportation»,there were prepared proposals to form the cargo frame of traffic network of St. Petersburg (routes for cargo transport).
By letter dated 25.12.2008 ¹ 01-05-83/07-0-7 the Committee on the Improvement and Road Management informed that activities proposed by the Committee on Transport and Transit Policy on highways, providing movement of heavy transport on the territory of St Petersburg (cargo frame of St.Petersburg), were included in the list of priority activities for the construction and reconstruction of traffic facilities of St. Petersburg for 2008-2015. The list was approved at the meeting of Saint-Petersburg Government on April, 14, 2009.

7.6. The implementation of two pilot projects of complex terminal-storage facilities (logistics villages) in the area of KAD
|
The Committee on Transport and Transit Policy interacts with investors, constructing the terminal and storage facilities in the area of KAD, including Pargolovo, industrial zone «Shushary-3».
Territories adjacent to KAD, were identified as priorities for location of terminal and storage infrastructure in the Concept of development of terminal and storage infrastructure of St. Petersburg, approved by the Government Decision of 29.04.2008 ¹ 478.

8. Activities for development of training system for specialists of TLC of St.Petersburg
|
|
8.1. Development and implementation of program of training improving in transport, logistics and storage
|
Analysis of quantity of specialists indicates adequate proposal to the market of educational services. The demand for educational services exposed to the specialty of primarily higher education. Business has opportunity to train staff in educational establishments on a contractual basis. The problem is multidisciplinary and relates not only training in the field of transport, warehousing and logistics activities. The Committee in Education is ready to develop basic plans and sample programs on TLC occupations in cooperation with employers.

8.2. Establishment on a base of one of educational institutions of primary vocational or secondary vocational education the Center of training for technical specialists for TLC of St.Petersburg (operators, loaders, dock-machine operators, warehouse workers, record-keepers, etc.)
|
The Committee on Education was suggested to carry out training for TLC enterprises of St. Petersburg in vocational lyceum ¹ 110 «Auto service» and auto mechanical and professional lyceum of St. Petersburg.
Professional Lyceum ¹ 110 «Auto service» in the training specialty «Commerce in transport» trains for TLC, and is willing to train on the applications of employers on a contractual basis.
The Committee on Education was suggested from September 2009 to provide training for profession «operator loader» on the basis of state educational institutions of primary vocational education of Automotive professional lyceum ¹ 77 of St. Petersburg.

9. Additional activities for Strategy implementation
|
|
9.1. Development and implementation of Action plan for TLC interests support in the sphere of international and interregional relations development

There were identified the directions of cooperation in the field of transport-transit policy of Saint Petersburg on the basis of agreements and within approved programs of trade-economic, scientific-technical and humanitarian cooperation.
Within the framework of the paragraphs of the Plans of Joint Actions for implementation of agreements in the period up to 15.07.2008, following activities were carried out:
1. To The Committee on Economic Development, Industrial Policy and Trade there was sent a letter dated 23.07.2008 ¹ 01-2047/07-0-1 with a proposal to organize a joint proposal for organization of direct deliveries of freight and passenger vessels, produced in St. Petersburg, including the hovercraft, to the Republic of Sakha (Yakutia).
2. There was sent a letter to the Committee on Trade from 03.07.2008 ¹ 960/08-0-1 with proposal to the Ministry of roads, Transport and Communication of Rostov region, which is responsible executor of the Administration of Rostov region, to express their suggestions of the date and place of the round table, list the issues and topics of speeches, list of speakers and program for the event.
The Committee on Transport and Transit Policy approved a plan for participation in international events in 2009.

9.2. Development and implementation of Action plan for partnership with business in sphere of TLC development in St.Petersburg
|
Cooperation of public authorities and business is carried out under the Transport and Maritime Council of the Government of St. Petersburg, headed by the Governor of St. Petersburg. These boards consist of representatives of public associations, enterprises and organizations, executive bodies of the government of St. Petersburg.

9.3. Development and implementation of promotion program of St.Petersburg as a transport-logistics and distributing center
|
A list of the most important exhibitions in the field of transport and logistics was prepared. The Committee on Transport and Transit Policy suggested making additions to the list of priority exhibitions approved by the Decree of the Government of St. Petersburg «On the priority list of exhibitions for 2009-2011».
The Committee on Transport and Transit Policy presented the projects of TLC development on the following exhibitions during the period of from 01.01.2008 till 15.07.2008:
1. SITL Europe (March, Paris)
2. Transport of Russia (June, Sochi)
3. BOT-show – Petersburg (July, St.Petersburg)
In addition, there was a number of activities devoted to promotion of Saint Petersburg as a national transportation and logistics and distribution center:
- April, 2008 – Presentation of TLC of St.Petersburg in London within the presentation of investment potential of St.Petersburg.
- May, 2008 – Road-show of the project of development of Pulkovo Airport in London.
- June, 3-5, “Transport infrastructure of Russia” in the 4th annual forum of Adam Smith Institute – report on development of transport-logistics complex of St.Petersburg.
- XI International Conference “Cities and Ports” (Stockholm, Sweden) – report “Development of Big Port of St.Petersburg.
- October, 5-8, 2008 – official delegation of St.Petersburg to Antwerp (Belgium) – international conference “Transport-logistics complex of St.Petersburg: opportunities for international cooperation”, presented TLC development projects.
- October, 19-22, 2008 TLC development projects were introduced at the forum of transport-logistics business professionals in Russia and abroad “Russian Day” (Seoul, South Korea).
- December, 2008, within official delegation of St.Petersburg to Stockholm (Sweden) there was introduced a report on TLC development in St.Petersburg.
